Local Law 157 — Natural Gas Alarm and Carbon Monoxide Detector Requirements

Local Law 157 requires owners of residential buildings with gas service to install natural gas alarms (combustible gas detectors) in dwelling units and common areas. The law complements existing carbon monoxide detector requirements and was passed in response to a series of gas explosions in residential buildings.

Who is covered

Residential and mixed-use buildings with gas service and occupancy groups R-1 or R-2 (multiple dwelling buildings, hotels, dormitories).

What the law requires

  • Install natural gas (combustible gas) detectors in each dwelling unit and in common areas near gas appliances.
  • Maintain all detectors in working condition and replace them according to manufacturer specifications.
  • File an annual certification with DOB confirming detectors are installed and operational.

Non-compliance with LL157 can result in the following penalties:

  • $250 to $1,000 per unit for failure to install or maintain detectors.
  • Penalties multiply quickly in large residential buildings.

Exemptions

  • Buildings without gas service.
  • R-3 occupancies (one- and two-family dwellings) are not covered.

Recent updates and amendments

DOB and FDNY have issued guidance clarifying which detector models meet the law's requirements. Enforcement is typically complaint-driven but is increasingly checked during routine inspections.
