Local Law 152 — Gas Piping Periodic Inspection

Local Law 152 requires periodic inspection of exposed gas piping systems in all buildings except small residential occupancies. A Licensed Master Plumber must inspect accessible gas piping every four years and certify that it is in a safe, working condition. Buildings without gas piping must file a certification confirming its absence.

Who is covered

All buildings in New York City except those classified solely as R-3 occupancies (one- and two-family dwellings). This covers residential apartment buildings, commercial offices, mixed-use buildings, schools, hospitals, and industrial properties.

What the law requires

  • Hire a Licensed Master Plumber (LMP) to inspect all exposed gas piping in the building.
  • The LMP must submit the inspection results to DOB through the DOB NOW system.
  • If gas leaks or unsafe conditions are discovered, the building must immediately report them to National Grid or Con Edison and begin remediation.
  • Buildings with no gas piping must file a No Gas Piping certification.

Non-compliance with LL152 can result in the following penalties:

  • $10,000 for the first failure to file within the prescribed period.
  • $25,000 for subsequent violations.
  • DOB-issued Notices of Deficiency for missing or incomplete filings.

Exemptions

  • Buildings classified solely as R-3 occupancy (one- and two-family dwellings).

Recent updates and amendments

DOB has accelerated enforcement following several gas-related building explosions. The inspection scope was clarified to include all exposed and accessible piping — concealed piping behind walls is not included unless visible through access panels.
