Annual Boiler Inspection

All boilers in covered buildings must be inspected annually by a DOB-licensed boiler inspector. The inspection verifies that the boiler is operating safely, that pressure vessels are within rated limits, and that required safety devices are functional. This is one of the oldest continuous inspection requirements in the city's building code.

Who is covered

Residential buildings with 6 or more dwelling units, all commercial buildings, all industrial buildings, and all institutional buildings that operate one or more boilers.

What the law requires

  • Schedule an annual inspection for each boiler through a DOB-licensed inspector.
  • The inspector files the results with DOB and issues an inspection certificate.
  • Address any deficiencies within the prescribed timeline.
  • High-pressure boilers require additional inspections by an authorized insurance company.

Penalty structure

Non-compliance with Boiler Inspection can result in the following penalties:

  • $1,000 to $5,000 per boiler per year for failure to inspect.
  • DOB may order a boiler shutdown if a required inspection is overdue.

Exemptions

  • Residential buildings with fewer than 6 dwelling units.
  • Buildings without boiler equipment.

Recent updates and amendments

DOB modernized the boiler inspection filing system through DOB NOW. Inspectors now file digitally, making it easier for owners to track compliance across multiple properties.
