What the law requires
- Inspect every unit annually and at every vacancy turnover.
- Remediate identified allergen hazards within 30 days using Integrated Pest Management (IPM) and safe mold work practices.
- Provide the LL55 notice and pamphlet to tenants annually and at move-in.
- Maintain inspection and remediation records for 10 years.

Penalty structure
Non-compliance with LL55 (Allergens) can result in the following penalties:
- HPD violations — Class B (hazardous) for failure to inspect or remediate.
- Tenant lawsuits and civil penalties for willful non-remediation.
Exemptions
- One- and two-family dwellings.
Recent updates and amendments
HPD clarified mold remediation must follow DOH guidelines; licensed mold contractors required for jobs over 10 SF.
