Local Law 15 — Bird-Friendly Building Materials

Local Law 15 requires new construction and major facade renovations to use bird-friendly glazing on the lowest 75 feet of facade and wherever glazed walls face a green roof or water feature. The law targets the millions of bird-window collisions that occur each year in NYC.

Who is covered

New construction and substantial facade renovations filed on or after January 10, 2021.

What the law requires

  • Use bird-friendly glazing (fritted, patterned, or etched) with a Threat Factor of 25 or less on the lower 75 feet of facade.
  • Apply bird-friendly treatment to any glazing within 12 feet of a vegetated roof or water feature.
  • Document compliance in DOB construction filings.

Filing frequency and deadlines

Penalty structure

Non-compliance with LL15 can result in the following penalties:

  • DOB will not issue CO/TCO for non-compliant glazing installations.

Exemptions

  • R-3 one- and two-family dwellings.
  • Alterations that don't substantially replace exterior glazing.

Recent updates and amendments

DOB clarified which glazing products qualify and updated the approved product list.
