Local Law 118 — Tenant Protection Plan

Any construction work in an occupied multiple dwelling requires a filed Tenant Protection Plan (TPP) describing how tenants will be protected from dust, noise, vibration, utility interruptions, and egress impacts during the work.

Construction projects in occupied multiple dwellings (3+ units).

What the law requires

  • Prepare a detailed Tenant Protection Plan signed by the filing design professional.
  • File the TPP with DOB as part of the construction permit application.
  • Distribute the TPP to tenants before work begins and post a copy in the lobby.
  • Notify tenants 72 hours before any planned utility interruption.

Non-compliance with LL118 (TPP) can result in the following penalties:

  • DOB stop work order.
  • Significant civil penalties for failure to file or false statements.

Exemptions

  • Minor interior work in a single unit that does not affect others.
