Local Law 1 of 2018 — Certificate of No Harassment

In designated CONH pilot areas, DOB will not approve demolition, material alterations, or change-of-use permits until HPD issues a Certificate of No Harassment confirming no tenant harassment occurred in the preceding lookback period.

Buildings located in HPD CONH-designated pilot areas.

What the law requires

  • Apply for the Certificate of No Harassment through HPD.
  • Provide tenant contact information, rent roll history, and prior filings.
  • Wait for HPD determination — the process can take 6–12 months.
  • If harassment is found, complete an HPD-approved cure plan before re-applying.
