Local Law 107 — Bicycle Access in Office Buildings

Larger office buildings must allow commercial tenants to bring bicycles into the building via freight elevator or a designated access route, on request.

Who is covered

Group B office buildings over 10 stories or 100,000 gross square feet.

What the law requires

  • Maintain a written Bicycle Access Plan covering entry route, elevator, and storage.
  • Respond to tenant bike-access requests within 15 days.
  • Train lobby staff on the access plan and post a summary in the lobby.

  • DOB violation for non-compliance.

  • Buildings below 10 stories and under 100,000 SF.
