HPD Annual Property Registration

Every multiple dwelling (3+ units) in NYC must annually register with HPD, disclosing ownership, managing agent, and emergency contacts. Registration is a precondition to collecting rent in housing court, applying for DOB permits, and receiving tax abatements.

Who is covered

All multiple dwellings — any building with three or more dwelling units.

What the law requires

  • File or renew the annual property registration with HPD.
  • Designate a managing agent who is a natural person residing in New York.
  • Update the registration within 5 business days if ownership or managing agent changes.
  • Distribute the registration receipt (HPD Form RP-1) to tenants and post in the lobby.
